Goku didn't have an aura during the Warm Up against Cell and Cell had an aura against Goku. So Cell is using more power against FP Goku, than Warm Up Goku used against Base Cell. Seems complicated but I like it. Goku should be somewhat close to Cell as well considering his respect for Goku. Goku being 1/10th Cell's power ain't good, but 1/3 is just cutting it.

He was intending to have a good fight against Kakarot again, and he lacked that electric aura. Having a good fight with the carrot man would prove difficult if he's powered up to Super Saiyan 2 levels and Kakarot is still a measly Super Saiyan. Then there's the fact that Paikuhan came out of nowhere with his assault and Cell had no knowledge on him. For all Cell knew, Paikuhan could've been a weak protege of Kakarot's. He had no motive to be watching out for Piccolo's lazily copied doppleganger. That likely wasn't on the minds of Toei staff when creating the scene, though.

Just not enough time to power up or stop it. Both Goku and Cell where like wtf is that and bam its over. Honestly it's one of the most bad a*** scenes in all of DB.
